New Account Claim Tickets and Value of HP?

A couple questions:

1. When (and why) did they remove the second Legend CP Claim Ticket form when you start an account? I recently procured my girlfriends i-phone to get a couple rares (or better) but I only got one for beating the first boss... you used to get one for finishing the tutorial then another when you beat the first boss. Any idea why or when this changed?

2. Since the CP's now come with Gems (Which I think was a bad idea, and if you're going to give us gems... give us more than 2!) what do you think that will do to the value of HP? Should I hang onto my HP until i can get 2 rares for 1 or an Ifrit for 15 instead of 30?

**UPDATE** In response to your response to #2... You're right, I didn't get an Ifrit for 15 HP... but I did get one for 16 HP Razz

1. I don't quite remember if I got 2 cp tickets lol, but I think its because people started using android emulators to get multiple accounts, and more free rare cards, so Cygames had to limit rewards. People were getting too much free stuff by just making a new account and by playing just for 5 minutes. There are over 5,000 random lvl 2 accounts because of this.

2. LMFAO, you're never gonna get an Ifrit for 15 HP. The lowest it will ever go will be 25. The value of HP won't increase by that much, chances are, people are gonna wait til this stupid Gem promotion campaign is over and the cp tickets will return to giving us 1 HP. Most people aren't buying cards right now because cards have become ridiculously expensive (e.g. Apsara, Claymore Maid, Nightmare).
